During the June 9th council meeting, I proposed a policy and bylaw review instead of taking summer vacation. Unfortunately, my fellow councillors didn’t see the need or benefit.
153 Councillors have the following duties:
(b) to participate generally in developing and evaluating the policies and programs of the municipality;1
The following are my recommendations:
Policies to rescind
Policy 002
That Alberta Avenue be declared the frontage for Lots 37 — 40, Block 7, Plan 2605X making the lot 115” x 100”. The 115” being the frontage measurement.
THE PURPOSE OF THIS POLICY IS TO:
To allow for non-conforming development on said lots changing the side yard.2
The lot this policy references is and has been a bare lot for many
years, there is no reason to allow for non-conforming development.
Policy 010
Council adopt an Ethical Guidelines of Conduct” for Elected Government Officials, as set down by the Alberta Urban Municipalities Association.3
This policy is rescinded under Government of Alberta Bill 50, and council should wait until the new universal code of conduct is in place before implementing a new policy.
Amends RSA 2000 cM‑26
2(1) The Municipal Government Act is amended by this section.
(2) Section 145 is amended
(c) by adding the following after subsection (3):
A bylaw or any portion of a bylaw or a resolution or any portion of a resolution passed by a municipality prior to the coming into force of this subsection that provides for a code of conduct for councillors or members of council committees who are not councillors or addresses the behaviour or conduct of those councillors or members and that was in effect immediately before the coming into force of this subsection is repealed on the coming into force of this subsection.4
Policy 020
That the Village of Barons be represented by three Councillors, as set out in Bylaw #627.5
This policy is superfluous, the number of councillors is specified in
the MGA.6
Policy 021
That all water and sewer installations be constructed in accordance with Village standards as set out in Bylaw #497.7
Superfluous. The standards are set out in bylaw.
Policy 022
That the Village of Barons provides information and/or a service in the community upon payment of a reasonable fee.8
Superfluous and vague. fees for services are defined in other
policies and bylaws.
Policy 024
That the encroachment permission granted for the Barons Grocery store be valid only until such time as the Village property, on which the encroachment is permitted is sold or developed.9
Far too vague, and no one seems to know exactly which piece of land
is encroached on.
Policy 056
That as of February 12, 2013, the Village of Barons established a bylaw to regulate and control dogs within the Village of Barons.11
Superfluous, duplicates bylaw.
